  • The Indonesian Ministry of Health procures vaccines directly from the state-owned corporation Bio Pharma. Prices paid are comparable to Gavi and UNICEF prices, with some exceptions.
  • Financing for immunisation service delivery is largely decentralized to districts. This decentralization poses a significant risk to sustainability of the immunisation programme due to weakness in subnational capacity and commitment to immunisation.
  • Prioritization of health is low compared to peers, at just 2% of central government expenditures, and nearly half of districts spend less than the mandated 10%.
